What is the National Social Enterprise Development Roadmap?

The National Social Enterprise Development Roadmap is a 5-year multi-sectoral and nationwide strategic plan that aims to advance social enterprises in the country. It was developed by Bayan Innovation Group (BIG) and the Society for the Advancement of Professional Social Entrepreneurship (SAPSE), through the generosity of BPI Foundation (BPIF)

Objectives

  1. For the Filipino public to know what social enterprises are
  2. For the sector stake holders to have a common understanding of social enterprises and to commit to the sector’s development
  3. For social enterprises to grow in scope, size and socio-environmental impact

Why was it created?

Social enterprises may be considered as the natural and true manifestation of the Filipino “bayanihan” spirit. In recent times, there has been mounting pressure for businesses to become INCLUSIVE, RESPONSIBLE AND SUSTAINABLE.

Doing well by doing good as an economic and social imperative is now more relevant than ever. According to a study by Bayan Innovation Group in 2021, there is a lack of understanding on what social enterprises are, even among social entrepreneurs.

Some MISCONCEPTIONS about social enterprises:

  • “Social enterprises are just enterprises with corporate social responsibility.”
  • “It should not earn profits.”
  • “It is not profitable.”
  • “It is a micro enterprise. Once it has transitioned to a small enterprise, it ceases to become a social enterprise."

These notions create negative implications on the sector’s growth and effectiveness. Social enterprises must be run and grown as commercial organizations if they want to achieve scale and sustainability. But a social enterprise must also deliver its social mission, or it will be just another business. Focusing on either the enterprise or the social aspect alone creates problems for the entrepreneur and other stakeholders.

Despite the mixed perception on social enterprises, there is huge potential for social enterprises to contribute to the country’s gross domestic product (GDP) and development outcomes.

How will it be implemented?

BPIF, BIG and SAPSE have begun mobilizing different sector stakeholders to implement the SE Roadmap through 3 overarching strategies:

  1. Establish a sector-led governance system, represented at the national level by sectoral authorities, which will lead the SE Roadmap’s implementation across the 6 subsectors
  2. Initiate a sector-led social enterprise registry and accreditation system
  3. Push for the recognition of Philippine social enterprises through policies
